Socialist Republic of Sol (SRS)

Overview

The Socialist Republic of Sol (SRS) is the Heoist model of global cooperative Communism, creating a concordial society in which different flavours of Socialism can work together in a larger union. This will serve as the actually functional Socialist analogue to the currently symbolic United Nations.

The SRS inherently requires maintaining the autonomy of:

Consequently, the SRS serves primarily as a global government model of international Communist cooperation with the modern goals of guaranteeing universal human rights, equitable capital redistribution, global adoption of green energy, and tangible assistance and development, without overstepping its power over local governments.

Member SRS Unions will work cooperatively with each other, with citizens being able to freely cross, "borders," (which won't serve in the conventional sense of hard lines between countries which require passport registration to cross, but rather SRS citizens carry a universal SRS ID wherein citizens can freely pass through different Socialist states and Anarcho-communes at will to settle wherever they find most safe and comfortable, or even live nomadically among different members), and all power will be executed at the lowest possible level of government.

The SRS will serve as a unitary party Socialist workers' state. Additionally, it will use a method of voting heretofore unused on a large scale, known as STAR (Score, Then Automatic Runoff) Voting, which in testing has proved to be more accurate than purely Ranked Choice or purely Approval Voting, and is significantly more accurate than Plurality Voting (the current voting system used in many countries, including the United States of America).

STAR voting merges the methods of Ranked Choice (rank candidates on a grading scale) and Plurality Voting (vote for multiple candidates at equal weight) to allow voters to vote for multiple candidates on a grading scale, but multiple candidates can be voted at equal weight if desired. Instant Runoff is then executed from these votes to determine the popular democratic decision.

The model of the SRS operates under a principle of fives, and is a five-branch government consisting of Executive, Legislative, Judicial, Indigenous Assembly, and Vox Populi (Voice of the People). The basic outline of these branches are as follows:


Executive: Commissary Council

The Commissary Council of the SRS consists of multiple Commissars, rather than a single individual as a, "President." This will serve to prevent any singular person from having complete executive power ever again, helping to divide the power of the Commissary Council in requiring popular approval (minimum 60%; i.e., 60% of the Commissary Council must agree on a decision to even suggest a Party Plan).

The number of Commissars will be determined as at least 1 per member SRS Union, whereas at lower levels of government it will be determined as a ratio from the population, with a minimum of 5 Commissars at all levels of government, where at least 50% of the Commissars (in the minimum case, at least 3) must be elected from the Indigenous Assembly.

All Commissary Plans must receive popular approval (minimum 60%) from the International Assembly and popular approval (minimum 60%) from the Indigenous Assembly to be passed as a Party Plan.

A popular approval (minimum 60%) from the International Assembly plus a popular approval (minimum 60%) from the Vox Populi, or a popular approval (minimum 60%) from the Indigenous Assembly, may be used to immediately impeach a Commissar at any time, instantly revoking their authority and demoting them to a standard citizen, at which point a snap election may be held to replace them.

Bar the initial interim government during mass organization (which will consist of popular votes from the Party for all members of government), Commissars must be elected from the International Assembly (or respective National Assemblies at lower levels of government) and Indigenous Assembly, respectively, where each must have been a previous member of either Assembly and elected to the Workers' Committee.

These Workers' Committee members may then volunteer to run as Commissars for the Commissary Councils, and may be elected as Commissars if they receive a popular approval (minimum 60%) from their respective Assemblies. This will ensure that all Commissars within the Commissary Council have extensive experience at lower levels of government before being eligible for a Commissary position.

Commissars have a term limit of 5 years per term, for a maximum of 2 terms. A third term may only be enacted wherein all of the following are true:

  1. 60% or greater approval from the applicable Assembly and Indigenous Assembly
  2. 70% or greater approval from the Vox Populi
  3. A crisis situation affecting the entire population the Commissar is caring for has been declared

Legislative I: International Assembly

The International Assembly of the SRS (at lower levels, Continental Assembly, Regional Assembly, National Assembly, etc.) is a unicameral—i.e. single union, rather than partitioned into independent Congress and House of Representatives blocs—congress consisting of Congressbeiters (Congress-workers) at an amount proportional to the total population legislated (for example, if the entirety of the modern United States of America were to miraculously transition into a new, singular nation (as opposed to the currently predicted post-Roman-like fragmentation), given the population of approximately 340 million people, there would be a 1:500,000 ratio of Congressbeiters to population for a total of 680 National Congressbeiters; with smaller populations, this ratio would need to be scaled up or down according to applicable needs).

Members in the International Assembly are elected from lower levels of government (preferably from lower Assemblies, though they may be elected via, "diagonal," promotions from other government body types, per se).

The International Assembly and Indigenous Assembly are mutually responsible for the drafting, writing, and voting of laws, though may proceed directly to voting if a Party Plan or bill has been drafted, written, and delivered from the Commissary Council or the Vox Populi (or blocs therein, such as general and trade unions, Socialist states, Anarcho-communes, etc., regarding the latter), whether directly to either of the Assemblies or via the World Courier Network, the SRS's legally-required international courier service.

The International Assembly and Indigenous Assembly are additionally mutually responsible for electing a Workers' Committee within their respective assemblies, from within their respective assemblies, who will serve in a similar manner to the Standing Committee within the National Assembly of the Socialist Republic of Vietnam (c. 2025 CE):

  1. Planning and assembling the legislative workers to their respective Assemblies no less than once every 3 calendar months (4 major meetings annually), and they may additionally call further meetings as necessary (for instance, to vote a bill to be vetoed or enacted as law);
  2. Explaining and interpreting the Constitution of the Socialist Republic of Sol, or respective lower Constitutions (ex. Constitution of the Socialist Republic of Vietnam, Constitution of the Republic of Chile, Constitution of the Peoria Tribe, etc.), as well as laws (and at lower levels of government, ordinances (regional, local, etc. laws));
  3. Implementing aforementioned ordinances at the popular request (60% or greater vote) of their respective Assemblies;
  4. Supervising the implementation of Constitutions, laws, ordinances, Executive and Judicial activities, as well as supervising and guiding the activities of the next lowest level of government, and;
  5. Launching general or partial mobilization, and declaring international (or respective level) states of emergency (ex. global climate state of emergency, pandemic state of emergency, etc.)

Members of Assemblies' Workers' Committees must be present during all meetings with 100% attendance, whereas only 75% or greater attendance is necessary for the rest of the Assembly, who are forbidden from failing to attend for the purposes of enacting a filibuster (for instance, refusing to meet attendance requirements to prevent a bill from being voted on), and failure to attend will be legally interpreted as an abstain vote.

Total vote percentages from the Assemblies will be interpreted via the percentage of votes from the total amount of Congressbeiters present, meaning the aforementioned filibuster attempt would result in a drastic shifting of votes out of their favour, indirectly forcing attendance to enact their vote.

Members from an Indigenous Assembly are permitted horizontal latemotion[?] or direct election to non-Indigenous Assemblies, but only Indigenous people are permitted to be members of Indigenous Assemblies to assert Indigenous sovereignty in all levels of government.

The declaration of wars are required to have majority approval (60% or greater) within both the International Assembly and International Indigenous Assembly, respectively, as well as majority (60% or greater) approval within the Commissary Council.

The Workers' Assemblies are additionally permitted to run as Commissary candidates for Commissary Councils. This system specifically is in place as a Marxist-Leninist Representative Democracy to ensure that Commissars will always have extensive political experience over smaller portions of government, ensuring both job qualifications and understanding of popular needs at all levels of government are understood to the fullest extent.

Frequently Asked Questions

Why are the Indigenous people given so much power?

This is an attempt at landback by giving the Indigenous people control over their land again. This prevents colonizers from overriding Indigenous autonomy (for instance, in the United States, Indigenous governments are oftentimes subservient to individual state governments, and in cases where they aren't, they're often ignored anyways[1]), or worse, creating Indigenous zones of death[2] and the like.

Won't everyone become Indigenous over time?

Even setting aside that the concern here is in that coexistence with Indigenous people has oftentimes come in the form of legal subservience to colonizers or outright genocide, therefore making the affected people in question the original people prior to colonization, the argument that this kind of co-governance will inevitably favour the colonizers is, ironically, a colonial philosophy in itself. To clarify: this concerns the idea that over time, a colonizer can somehow become the real (or in many cases, "superior") Indigenous population as opposed to the original people and/or peaceful and equitable coexistence, an argument used in a range of ethnic cleansing projects from the United States' Manifest Destiny to Israel's occupation and genocide of Palestine.

To seriously answer how this may play out over a long enough time period (several centuries, at least), there are two separate portions of this thought experiment to analyze:

  1. In both Marxist-Leninist and Anarchist projects, Indigenous autonomy should be one of the main issues at the forefront of the dissolution of classism, and therefore in the event that sufficient dismantling of classist structures occurs, the colonizer class would no longer exist (or at least not to the form or extent that it does today, depending on the amount that has occurred), and therefore superstructure changes in response to base changes can be determined by future philosophers on the basis of their material conditions at that time.
  2. The assertion that everyone will become Indigenous over time inherently requires the assumption that all global cooperation has broken down in favour of ethnostates. The way in which this would have to be facilitated would be a global shift into a system wherein not only does cooperation not extend beyond a local level, but additionally wherein the freedom for people to travel the planet has been entirely restricted, as otherwise people would be constantly traveling to places they aren't indigenous to.
Why is there a global government, as opposed to just many local governments?

There are two main reasons for this:

  1. Ending nationalism, and,
  2. Solving human-scale issues.

This global government is not intended to be an empire, nor would imperialism describe its goals, as a government concerning all people has no outsiders to otherize and exploit: it would, in the process, only be internally redistributing its own labour and resources for no reason, the key reason that a global government can only exist under Socialism. Additionally, this global government would have minimal authority, as—to reiterate—it only concerns human-scale issues.

This means that, should a global crisis occur (for example, climate change), they would provide the planning and direction to help not only to halt it, but reverse it if possible (for example, if only halted, climate change can still automate and accelerate itself via the release of trapped Antarctic carbon). This additionally means that the SRS is responsible for enshrining global human rights.

However, this global government does not, in itself, serve as an all-powerful hand of control, rather it has no authority on what occurs on lower scales, and only provides advice. While the SRS is frequently referred to as state Socialism, it additionally carries factors of council Communism, and the presence of states within itself (for example, the USSR was not a single country, but rather a union of many Soviet republics) and even Anarcho-communes means that this will be an experimental form of government never-before seen.

In response to concerns from the Anarchists I've reached out to regarding the projects of the SRS and MLAAW about violent overreach of authority, oppression of Anarchists, or the inexplicable resurgence of fascism from within a Socialist society (one must note, however, that fascism is specifically a response to the collapse of capitalism[3]), Anarchists may simply decide to hold an association status with the SRS rather than their Anarcho-communes having an explicit membership.

This would in turn allow them to continue benefiting from working alongside the SRS, while not being subject to the global government of the SRS itself. However, as the purpose of the SRS is to fix human-scale issues and enshrine human rights, and therefore these should not be a threat (as this document is deliberately vague and broad to allow greater intelligentsia to iron out specifics, rather than attempting this in full detail as a solo writer and consequently with only one lived experience), one would hope the Anarchists would be wise enough to focus on the maintenance of human rights and assisting with human-scale issues regardless of association or affiliation with the SRS.

To clarify the role of the SRS in regards to Anarcho-communes: other than this one broad portion of human unity, the SRS will not attempt to intervene in the local operations of these Anarcho-communes, both for the purposes of autonomy and for creating live data of Anarchist societies, as they should be capable of autonomously developing while protected by Socialist states, rather than crumbling to invasion, as has been seen in both the original experiment of the Paris Commune and the later experiment of the Strandzha Commune.
